New Hampshire property tax rates for 2025 run from $5.33 per $1,000 of assessed value in Moultonborough to $36.54 in Charlestown among towns with a real housing market, according to the NH Department of Revenue Administration (DRA). The simple average of the 234 town and city rates is $17.10 per $1,000 (a plain average of the town rates, not weighted by population or value), and the median town sits at about $16.90.

Key takeaways

  • Each NH property tax rate stacks four taxes: municipal, county, local education and state education. Local education is the largest line in most towns.
  • Around our offices, 2025 rates were $23.77 in Plymouth, $17.46 in Campton, $11.74 in Thornton and $9.96 in Waterville Valley (NH DRA).
  • The rate alone misleads. Towns assess at different percentages of market value, so a low rate on stale assessments can still produce a high bill.
  • Some addresses pay a fifth rate. A village district can lift Campton's $17.46 to $23.13 inside Waterville Estates.
  • 2026 rates arrive in the fall. The DRA set the 2025 rates between October 3, 2025 and January 22, 2026, so NH property tax rates by town for 2026 will post town by town over the same window.

The table below is the full list of NH property tax rates by town for 2025: all 234 incorporated towns and cities, each split into its municipal, county, local school and state school lines. Every figure comes from the NH DRA's 2025 Municipal and Village District Tax Rates file (last modified January 26, 2026).

To use the table, type a town into the Find a town box, or press Lowest rate or Highest rate to re-sort all 234. A village district with its own rate appears indented under its town, with the combined total. The estimator at the top opens on Plymouth at a $400,000 assessment ($9,508 a year); pick any town and type the assessment from its tax card. The estimate is the rate × assessment ÷ 1,000, not a tax bill.

Source: NH Department of Revenue Administration, 2025 Municipal and Village District Tax Rates. Rates are dollars per $1,000 of assessed value, which can differ from market value; districts listed under a town pay their own total. The estimate is the DRA rate times the value you enter, not a tax bill.

The DRA's own file lists 253 places, because it also includes 19 unincorporated places in the North Country with a nonzero rate; we leave those out of the table because they have almost no homes for sale. If you want the state's list of NH property tax rates by town as a PDF, the DRA publishes the 2025 municipal tax rates and 2025 village district tax rates alongside the spreadsheet our table is built from.

What are the property tax rates in New Hampshire's core towns?

The Plymouth and Campton area spans one of the widest property tax ranges in New Hampshire: Wentworth's 2025 rate of $28.54 per $1,000 is more than four times Bridgewater's $6.35, and both towns are in Grafton County. The full four-line split for each town is in the searchable table above. The table below adds what the searchable one doesn't show: how much of each rate is school tax, the day the DRA set it, and the tax it produces on a $400,000 assessment.

Town 2025 total rate Local school line (share of rate) Rate set by DRA Tax on $400,000 assessed
Plymouth $23.77 $11.55 (49%) Dec 9, 2025 $9,508
Campton $17.46 $9.94 (57%) Dec 2, 2025 $6,984
Thornton $11.74 $7.34 (63%) Dec 1, 2025 $4,696
Waterville Valley $9.96 $1.08 (11%) Nov 6, 2025 $3,984
Holderness $9.42 $4.80 (51%) Nov 4, 2025 $3,768
Ashland $19.19 $9.94 (52%) Nov 17, 2025 $7,676
Rumney $14.50 $8.79 (61%) Dec 2, 2025 $5,800
Lincoln $12.66 $2.84 (22%) Oct 28, 2025 $5,064
Woodstock $12.37 $4.24 (34%) Dec 16, 2025 $4,948
Wentworth $28.54 $14.57 (51%) Nov 3, 2025 $11,416

These NH real estate tax rates are dollars per $1,000 of assessed value for tax year 2025, from the NH DRA. The last column is arithmetic, not anyone's actual bill.

The pattern in the Plymouth-area rates is mostly about schools and tax base. Waterville Valley's local education line is $1.08, because most of its homes and condos are second homes spread over a large assessed base; Plymouth's local education line is $11.55. Lincoln ($6.63) and Waterville Valley ($6.86) carry the highest municipal lines of the lower-rate towns, which in our read reflects the cost of running a resort town's roads and services for far more visitors than residents.

How is a New Hampshire property tax rate built?

Every property tax rate in NH is four separate rates added together, each set by dividing a budget by the town's total assessed value. The municipal rate funds the town (roads, police, fire, the library), the county rate pays the town's share of the county budget, the local education rate funds the school district, and the state education property tax is a state tax that is collected locally and stays with local schools.

The local education line is usually the biggest. In Plymouth it is $11.55 of the $23.77, in Campton $9.94 of $17.46 and in Thornton $7.34 of $11.74, which is why a town's annual school budget vote matters more to next year's rate than almost anything else on the warrant.

The municipal line can even be negative. Benton shows −$1.53 on the DRA's 2025 sheet, and so do a number of unincorporated places, because offsets applied to the municipal line exceed it. No one is paid to own property there; the bill uses the total rate, which is why we read the total first.

For the deeper background on why New Hampshire leans on property tax, current use, exemptions, abatements and proration at closing, see our guide to New Hampshire property taxes explained. For how property tax fits with the state's other taxes (no income or sales tax, an 8.5% meals and rooms tax, the transfer tax), see New Hampshire taxes explained.

Does a low NH property tax rate mean a low tax bill?

No. A low New Hampshire property tax rate only means a low bill if the town's assessments are as current as the high-rate town's you are comparing it with. Each town assesses on its own schedule, and RSA 75:8-a only requires a full revaluation every five years. In between, assessments drift away from market value while the rate absorbs the difference, which is why comparing New Hampshire property tax by town on the rate alone misleads.

The NH DRA measures that drift every year with its equalization study, which compares each town's assessments with arm's-length sale prices and publishes a ratio for the town. A ratio of 80% means assessments run about 20% below market. Multiply a town's rate by its ratio and you get a rough tax per $1,000 of market value: a $20.00 rate at an 80% ratio works out to about $16.00.

Two lessons come out of that arithmetic. First, two towns' rates can be further apart than their real costs, because the town with older assessments has to charge a higher rate on a smaller base. Second, a town assessing well below market can look average on rate and still be cheap to own today, but its assessments will jump at the next revaluation. Lincoln is revaluing in the fall of 2026, so a Lincoln buyer should expect the assessment to rise and the rate to fall, and should ask the assessor what the combined effect is likely to be. Ask any town's assessing office for its latest equalization ratio before you compare it with another.

The contrarian point we make to buyers is simple: compare dollars, not rates. Pull the tax card and the last bill for the actual house, ask when the town last revalued, and if you are comparing two towns, compare similar houses. A home's sale price does not reset its assessment in New Hampshire, so the bill you inherit is the seller's bill until the next revaluation.

What is New Hampshire's effective property tax rate (Tax Foundation)?

New Hampshire's effective property tax rate on owner-occupied homes was 1.50% for calendar year 2024, the fifth highest in the country, according to the Tax Foundation's Facts & Figures 2026 (Table 33, based on Census American Community Survey data). The U.S. figure in the same table was 0.90%. The Tax Foundation's Property Taxes by State and County, 2026 puts the 2023 rate at 1.62%, so the effective rate fell between those two years. If you're looking for the New Hampshire effective property tax rate 2025 Tax Foundation figure, the latest published one is 1.50%, for 2024 data. The Tax Foundation's 2025 data year hasn't been published yet.

An effective rate is total residential property tax paid divided by total home value, so it already accounts for under-assessment. It is the closest thing to a statewide "real" rate, but it is an average across very different towns. On a $400,000 home, 1.50% is $6,000 a year; the same home could pay well under half that in a lake town and close to double it in a high-rate city.

The Tax Foundation's New Hampshire page also notes that property taxes made up 59.5% of state and local tax collections in fiscal 2023, the trade-off for having no broad income or sales tax.

Which NH towns have the lowest and highest property tax rates?

New Hampshire property taxes by town differ by a factor of almost seven. The lowest 2025 property tax rates in New Hampshire belong to towns with very large tax bases relative to their year-round population: lake towns, the seacoast and ski towns. The highest belong to towns funding full-size school systems from modest property values. Here are the extremes among real housing markets, plus the larger cities, all from the DRA's 2025 list of New Hampshire property tax rates by town. For the full order, press Lowest rate or Highest rate on the table above.

Group Town 2025 total rate per $1,000
Lowest Moultonborough $5.33
Lowest New Castle $5.73
Lowest Bartlett $6.02
Lowest Bridgewater $6.35 ($6.67 with its village district)
Lowest Tuftonboro $6.40
Highest Charlestown $36.54
Highest Keene $34.37
Highest Berlin $33.60
Highest Marlborough $31.24
Highest Canaan $31.16
City Concord $29.11
City Manchester $20.24
City Nashua $16.83
City Portsmouth $11.51

Hart's Location has the lowest rate of any incorporated town, $2.62, but it has a few dozen residents and almost no homes for sale, so we leave it out of comparisons. The unincorporated places in the far north have even lower figures, some near $1, because they have no town government of their own.

The low end is not where houses are cheap. Moultonborough's rate is low because miles of Lake Winnipesaukee and Squam shoreline give it an enormous assessed value; the same is true of Bridgewater on Newfound Lake and of Holderness at $9.42. For lake-town shopping, our Lakes Region homes for sale page is the place to start.

What is a village district, and which addresses pay one?

A village district is a separate unit of local government inside a town, with its own budget and its own tax rate added to the town's. Districts run things like water systems, private road networks, fire precincts and recreation facilities for a defined area, and the DRA certifies their rates at the same time as the town rates. Of the 253 places on the 2025 list, 70 have at least one village district or separate rate area, 107 in all. Several districts show a $0.00 rate on the 2025 sheet, so being inside one does not always change the bill.

Near Plymouth, the districts that matter most are these:

Address inside Town rate District rate 2025 total Tax on $400,000 assessed
Campton Village District $17.46 $0.23 $17.69 $7,076
Waterville Estates (Campton side) $17.46 $5.67 $23.13 $9,252
Waterville Estates (Thornton side) $11.74 $5.42 $17.16 $6,864
Bridgewater-Hebron District (Bridgewater) $6.35 $0.32 $6.67 $2,668
Bridgewater-Hebron District (Hebron) $9.06 $0.49 $9.55 $3,820

Waterville Estates is the example that surprises buyers. The district straddles the Campton–Thornton line, so two houses in the same community pay different totals depending on which town they sit in, and both pay more than the town rate a buyer sees on a listing summary. Our guide to owning in Waterville Estates covers what that district rate pays for.

Two other wrinkles show up in the table. Concord lists Penacook as a separate rate area at $30.74, which replaces Concord's $29.11 rather than adding to it, and Waterville Valley has no village district on the 2025 sheet. Always check whether the specific address is inside a district before you rely on the town rate.

When does the DRA set NH property tax rates, and what about 2026?

The NH DRA sets state of NH property tax rates town by town in the fall, after town and school budgets are final and the town has reported its assessed values. For 2025, the DRA set the first rates on October 3, 2025 and the last on January 22, 2026; 126 of the 253 rates were set in November. Plymouth's 2025 rate was set on December 9, 2025, Campton's on December 2 and Thornton's on December 1.

That timing explains the two-bill pattern most towns use. The first-half bill, usually due around July 1, is an estimate based on the prior year's tax. The second-half bill, usually due in December, uses the newly set rate and trues up the year. A buyer who closes in the summer should expect the December bill to differ from the July one.

So if you are searching for NH property tax rates by town 2026: they do not exist yet as a complete set. Rates for tax year 2026 will be set town by town from roughly October 2026 into January 2027, and we will update this table when the DRA publishes its full 2026 file. Until a town's new rate is posted, its 2025 rate is the most recent certified figure.

What does property tax cost in Plymouth, Campton and Thornton?

At the 2025 DRA rates, a home assessed at $400,000 pays $9,508 a year in Plymouth, $6,984 in Campton and $4,696 in Thornton. That is a $4,812 annual difference between Plymouth and Thornton on the same assessment. The arithmetic is assessment ÷ 1,000 × rate:

  • Plymouth: $400,000 ÷ 1,000 × $23.77 = $9,508 a year, or $792.33 a month in escrow.
  • Campton: $400,000 ÷ 1,000 × $17.46 = $6,984 a year, or $582 a month.
  • Thornton: $400,000 ÷ 1,000 × $11.74 = $4,696 a year, or $391.33 a month.

At a $300,000 assessment the same rates give $7,131 in Plymouth, $5,238 in Campton and $3,522 in Thornton. These are examples built on a round assessment, not a real bill for any house. For a real number, use the property's own tax card and most recent bill, or run the assessment through the estimator above.

In our experience, buyers who are flexible between the three towns usually weigh the tax difference against what each town offers. Plymouth has the downtown, Plymouth State University and the hospital within walking distance of many streets; Thornton's lower rate comes with a longer drive to services. Our comparison of Plymouth vs Campton vs Thornton covers the rest, and the Plymouth NH property tax guide walks through one Plymouth bill line by line.

How do you estimate the property tax on a house before you buy?

Start with the assessment on the town's tax card, not the asking price. Multiply the assessment by the town's total rate (plus any village district rate) and divide by 1,000. If the house sold recently for much more than its assessment, plan for the gap to close at the next revaluation, and use the town's equalization ratio to judge how big that gap is likely to be.

Then add the tax to the rest of the monthly payment. Our New Hampshire mortgage calculator uses the same 2025 DRA rate for each town and applies it to the price you enter, so you can see how the town choice moves the full payment (its town picker does not include village district rates, so add those yourself). If you already own and want to know where your home's market value sits compared with its assessment, our free home valuation gives a comps-based range.

Frequently asked questions

What is the average property tax rate in New Hampshire?

The simple average of the 234 town and city rates on the NH DRA's 2025 list is $17.10 per $1,000 of assessed value, and the median town rate is about $16.90. That is a plain average of town rates, not weighted by population or home values. The Tax Foundation's effective rate, which divides total residential tax by total home value, was 1.50% for 2024.

Which town in NH has the lowest property tax rate?

Among towns with a real housing market, Moultonborough had the lowest 2025 property tax rate at $5.33 per $1,000, followed by New Castle at $5.73 and Bartlett at $6.02 (NH DRA). Hart's Location is lower at $2.62 but has almost no homes for sale. A low rate usually reflects a large tax base, not low house prices.

Which town in NH has the highest property tax rate?

Charlestown had the highest 2025 property tax rate in New Hampshire at $36.54 per $1,000, followed by Keene at $34.37 and Berlin at $33.60 (NH DRA). These towns fund full school systems from comparatively modest property values, so the local education line is large.

Are the 2026 NH property tax rates out yet?

Not as a full set. The NH DRA sets each town's 2026 rate in the fall, after budgets are final; for 2025 it set rates between October 3, 2025 and January 22, 2026. Until a town's 2026 rate is posted, the 2025 DRA rate is the latest certified figure, and the December bill is the first to use a new rate.

How do you calculate property tax in New Hampshire?

Divide the assessed value by 1,000 and multiply by the town's total rate, adding any village district rate for that address. A $400,000 assessment in Campton at the 2025 rate of $17.46 is $6,984 a year. The assessment, not the sale price, drives the bill.

What does the NH property tax rate include?

Every NH property tax rate combines a municipal rate, a county rate, a local education rate and the state education property tax. In Plymouth's 2025 rate of $23.77, those lines are $9.97, $1.15, $11.55 and $1.10. Some addresses also pay a village district rate on top.

Where can I find the official list of NH property tax rates?

The NH Department of Revenue Administration publishes the official NH municipal tax rates every year on its municipal and village district tax rates page, as a spreadsheet and as PDFs for town and village district rates. The table on this page is built directly from the DRA's 2025 file, last modified January 26, 2026.
